RFP Format

The following RFP formats establish a reasonably fair balance between the possibly conflicting goals of purchasing the very best product or service and ensuring that fairness is achieved. Kelman points out how creating the fairest system can prevent an organization from getting the best product or service. This is because pertinent information is sometimes excluded from consideration, such as past experience with a vendor.

The three formats presented here address different types of RFPs. The CMS RFP presents a format for obtaining a case management system or other custom software. The Professional Services RFP presents a format for obtaining professional services such as technology needs assessment, process review/assessment, facilities planning, or training. The Commodity Items RFP presents a format for obtaining fungible items such as workstations, printers, or general office software.
